Since 1997 Labour has transformed the uks constitutional arrangements in order to break up longstanding concentrations of power, improve transparency, make government more accountable to the people and strengthen the hand of citizens against the state. But the process is far from over. It is clear that people want to change the way politics is done in this country. Labour will renew our politics with a radical, modern, open and democratic process of reform to change the way our nation governs itself.

If Britain is to thrive in the modern world we must continue to drive standards in schools and to open out opportunities for young people to study, to train or to do an apprenticeship. We have driven huge improvements in education across the board.

But there are still problems of concern, like anti-social behaviour, so we will go further.Too often a few problem families can cause havoc in our communities, so we will increase the number of families given intensive, hard-edged support.

We have focused on all aspects of a childs wellbeing their safety and health, enjoyment and play, achieving their potential and preparing for their future,

Now that our investment and reform have brought waiting lists down, we will create legally enforceable guarantees for all patients. Labour will create a new National Care Service so that everyone has fair access to the support they need and the dignity they deserve.

We will continue supporting families and businesses, strengthening the recovery and promoting jobs. When growth is secured, we will halve the deficit over four years and we will do it fairly.
